Constant values are copied directly into shm. We then iterate over shm to calculate the checksum, reading the uninitialized bytes. These functions are used for internal constants. Set the unused zval.value to 0.

I talked to Dmitry and we decided it would be better to remove opcache.consistency_checks completely, since they are already disabled without a way to enable them, due to the feature being broken (#8065). As such, this PR isn't required anymore.
