Regression in Julia 1.7 leading to issues with particle filters, etc.

@alex-lew and @femtomc already noticed this, but it seems like this regression in Julia 1.7 is affecting Gen code that uses the static modeling language, including failing CI tests, and issues with test cases in GenParticleFilters.jl that use the static modeling language.

Documenting this issue so that users of Gen know to avoid Julia 1.7 for now, until the PR addressing the upstream issue is merged and hopefully released soon.

With the release of Julia 1.7.3 (see change list: JuliaLang/julia@v1.7.2...v1.7.3), the fix for JuliaLang/julia#43411 has now been merged, resolving this issue.

Resolved with the re-addition of tests for the stable release of Julia in #468.
