Adjust release GH workflow to handle error cases like failed PR check

Description of Problem the Feature Should Solve

Currently the release GH workflow expects that everything goes smoothly. In case of some failure the workflow doesn't cleanup its state, making workflow rerun problematic (sometimes the rest of workflow has to be done manually).

Describe the Solution You Would Like to See

Make workflow more resilient to the failures, making sure that in case of failure the workflow will properly cleanup everything.
