What changes have been made
Create PR in OpenShift community operators repository as a last step, after operator release is published on GH.
Close PR with dependency and Readme changes in case waiting step fails or is cancelled.
Delete PR branch in any case if it was created.

Can be verified by running release workflow against own repository.
