The pending tests should be re-enabled
Steps to Reproduce
Run the tests that were marked as pending in commit bd7153c
Environment
- Platform Windows 2019
Additional Context
The Windows runners were updated in https://github.com/actions/runner-images/releases/tag/win19%2F20240526.1 It seems to have disabled 8.3 support
