This is an attempt to address pypi/warehouse#12214

It's not clear if there is any technical difference between req.http.Fastly-FF and fastly.ff.visits_this_service, but the docs now recommend this.

This brings it back in line w/ the docs but I don't think this is actually going to change anything, presumably Fastly-FF was either an empty or non-empty list before, so the behavior should be exactly the same.
