PEP 541 Request: pybci

Reasons for the request

• There is no current pip package or site available to download for a current pybci package, and
• any pybci github repositories i've found look untouched for a few years,

When i try to upload i get an error saying the name is taken or too similar, if it is not taken and too similar can an exception be made?

I've made my package available on test.pypi for now to iron out the installation process:
pip install --index-url https://test.pypi.org/simple/ pybci

I've also taken the name install-pybci for the pypi handle for the time being:
https://test.pypi.org/project/install-pybci/

EDIT!: I've removed my install-pybci as call pip install install-pybci is not intuitive, now can be found with pybci-package (https://www.pypi.org/project/pybci-package/)

This appears to be due ultranormalization resulting in a match with pybcl.
