Without an associated pin in tests.in, dependabot will suggest an upgrade - is that intended?

It won't, because we closed #15287, but it will suggest new releases, which I think is what we want (maybe this will get fixed in the next release, whenever that happens).

@di Looks like the issue might not be related - https://github.com/pypi/warehouse/actions/runs/7899428056 ran on 7.4.4 and hung until timeout.
