Permission to create a python/cpython-devcontainers repo

Using @brettcannon's wording, the repo would host and publish dev-oriented containers that could be reused for CI, GitHub codespaces, etc.

According to policy, the repo has alreday started its life in @tiran and @corona10 GitHub accounts:

• https://github.com/tiran/cpython_autoconf
• https://github.com/corona10/cpython_autoconf

The name cpython-devcontainers has been proposed.
