Both python2 docs (https://docs.python.org/2/library/datetime.html#datetime.tzinfo.tzname) and python3 docs (https://docs.python.org/3/library/datetime.html#datetime.tzinfo.tzname) say that datetime.tzinfo.tzname returns None if a string name isn’t known
