Build Windows wheels

Now that we have Windows CI support. We should be able to build Windows wheels.

• Create a Windows wheel building workflow (see build-wheels-macos.yml and build-wheels-linux.yml)
• As part of the wheel building workflow, you must create a smoke test. See test_macos.py and test_linux.py
