Add the linter back using a different changed-files plugin which doesn't have permission issues on pytorch/ org. Also change the linter job to use py 3.10 to match our unit test runner.

Having a sensible default group corresponding to the training job name is useful in W&B interface. Additionally, we can also use directly groups URL to look at a run. e.g. https://wandb.ai/graphcore/1cc-64-test/groups/fast-end-49
