It's been super flaky due to GHA changes or the vmactions/netbsd-vm@v1 action it depends on, and I'm not invested enough to investigate. If someone is motivated enough to fix it up, we can bring it back. Fixes: quickjs-ng#600

It's been very flaky as of recent for reasons that seem to have more to do with GHA than quickjs. I'm not personally invested in netbsd, so unless someone steps up to investigate, I move to remove it from the test matrix.
