Running the following on a 3B (to take the local storage speed out of the equation) gives me an average download speed of 10.2M (better than I expected):
I did find bandwidth from the download site to be variable, getting only 7MB/s when I tried on server here. Looking at your kernel log, the following entries are relevant:
Observe that the onboard Ethernet is Down (not usable), while eth1 - an external Gigabit Ethernet - is up, which suggests that you aren't using the onboard interface at all. |
More trials and tests:
Speedtest result: https://www.speedtest.net/result/c/e6a2b14a-139c-4de3-8f0f-27d4403b4879 And LAN download: Wget and curl are the slowest. Axel makes world records. Speedtest shows exactly the same result that we can get by downloading a file on the internal network. I only dream about 10MB/s. I don't understand where these speed differences between downloading from the local network and the Internet come from. My internet connection is 980Mbit. Since the Raspberry can download from the local network at a speed of 10.5 MB/s, it should download from the Internet at exactly the same speed. Here are the tests done on an old Intel(R) Core(TM)2 Duo CPU E8200 @ 2.66GHz (is standing next to Raspberry PI):

My tests also show the expected performance, suggesting that there is something different about your environment. To eliminate some more differences, please install a clean vanilla RPi OS to a spare SD card, boot it with no external USB hardware, and try your performance test again. |
Ok, clean system, Rasperry Pi 3b with sd card and with sd card + mounted sdd:
Same system, same command, boot from USB SSD and instead 11MB/s I have 1666k :( |
The Ethernet interface on the 3B shares the same USB controller as the external USB ports, and it is an interface that places a significant interrupt load on the CPU. My theory is that the servicing of the SSD - probably as the result of file activity on the root FS - is stealing bandwidth (USB and CPU) from the Ethernet interface. |

I find that surprising - it works fine for me, although since you are running a 64-bit kernel it's not actually going to do anything useful. So far it's just you reporting this issue, and you have a workaround (run Ubuntu), so it's going on the back burner. |
Perhaps only few people use Raspberry Pi 3b + SSD + Raspberry Pi OS 64 at the same time. Or maybe few people pay attention to the speed of downloading files, assuming that it will be slow anyway. All I can do is wait for a solution. |
You might get some useful information from iostat:
This will show IO statistics for the indicated device every 5 seconds.

This is possibly a red herring, but are you running headless (i.e. no monitor attached)? And booting to desktop or CLI? I ask because I saw an issue yesterday where a headless Pi was keeping the SD card busy because the lightdm login process was unhappy. Using raspi-config to configure the system to boot to console CLI solved the problem. |

Describe the bug
A few days ago I decided to make something like a NAS out of my Raspberry Pi 3 Model B Rev 1.2. Okay, I know, big words. I simply connected the SSD with a USB cable, configured the system and it worked. I have one problem though. I don't expect miracles from this set. Raspberry has a lan with a speed of up to 100mbit, so I can realistically achieve results at the level of 86mbit. Writing to an SSD via USB 2.0 is also not a surprise to me, but I consider 28.6 MB/s a really good result.
So where does the problem occur? Well, when I try to download anything (from the Internet), the download speed does not exceed 1.4 MB/s (i.e. plus or minus 10Mbit per second). Is there any solution for this?
I'm pretty sure there's a bug somewhere, but I can't find it.
