rdev develop doesn't work without installing build dependencies

And there's not an obvious way for a user to do this.

Two non-obvious dependencies not actually listed anywhere are:

* `editables`
* `pkgconf==2.3.0.post2`

Probably the best way to approach it would be for the develop command to check for dependencies and fail before running the install? And have a separate 'install build dependencies' command.
