Make a place for a "lang team wishlist" #54
Description
We should have a way to say "we're interested in someone forming a group to tackle $(problem)".
That came up in triage today with (IIRC) the prelude stuff, and I think there are some others (like maybe improving FRU? rust-lang/rfcs#2528 (comment)) that we've talked about repeatedly but on which no lang members are actively working.
It would be nice to have that set of things somewhere so that interested parties could have more confidence in picking them up.
That might also include things that we've explicitly postponed, as a way to say "please don't start working on ______ because we've talked about it and not right now". There are a few things that come to mind here, like variadic generics: I suspect we want them eventually, but right now we're closing proposals in that direction that show up.
