If the performance issue is relevant (I'll do some benchmarker later today) we could just do [target.'cfg(not(bootstrap))'.profile.dev.package.quine-mc_cluskey] instead of outright removing it. Or add an in-upstream-tree feature and notn compile it from there.

It should already be solved in rust-lang/rust-clippy#15543.
