pkg-config free detection of installed MKL #37
Description
As #36 (comment), pkg-config setting of official apt/yum repository is broken.

- Create test container for apt/yum installation like Create MKL-enabled Rust container #36
- Seek mkl using environment variable e.g.
MKLROOTwhich specify where the MKL is installed
