upgrade to Pynac-0.3.9.2

The new version will have:

• better positive characteristics numerics (symbolic modular integers still broken #18787)
• fix is_zero bug, affecting comparisons (doctest fix for: symbolic matrices fail operations minus and mul #18360)
• better nonnumeric comparisons with infinity (doctest fixed Pynac RuntimeErrors #17321, part of bugs in comparisons between constants, wrapped pyobjects, infinity #12967)
• add integer domain, propagate to symbol info (part of propagate the variable domain to the assumptions database #18695)
