utility:send icon is not properly configured for --slds-c-icon-color-foreground variable

Describe the issue. Is it a bug or a feature request (new component, new icon, new CSS class)?

The utility:send icon SVG does not accept the --slds-c-icon-color-foreground variable. The variable has no impact. The --slds-c-icon-color-background variable works as expected.

Is this issue related to a specific component, variant, and/or state? If so, please detail which.
