Audit webhooks

there are three at https://github.com/scala/scala-swing/settings/hooks. two are bitbucket, one is waffle.io.

are these still useful/relevant? what do they do?

is one of them the thing adding e.g. "odersky added the in progress label 7 hours ago" to e.g. #54 ?

as I discovered just now over in scala/scala (scala/scala#5539), the "in progress" stuff comes from waffle.io. apparently Martin experimented with it once as well
