Unify async cache usages, refactor #6228
Description
The async akka cache can be used in a number of places in the backend. Since it requires quite a bit of boilerplate to set up, we should unify the usages and abstract that away. Also, could we provide convenience wrappers that deal with Fox-wrapped results?
