Measurement Tool outside of annotations

## Detailed Description
I would like to use the measurement tool outside of an annotation. Often I look at a dataset or a read only annotation sent by a co-worker and want to measure the size of structures, but I have to create an annotation every time.
Is it possible to have the measurement tool without an annotation?
