To address two problems:

  1. Make CICD stable and independent from OS updates
  2. Fix problem with actions/setup-python and actions/setup-java not working on ubuntu-latest

Pre-review checklist

@fruch , @Lorak-mmk , it looks like it completely fixes pipeline, we need to merge it.

It is known issue with macos building, we did not investigate it.
