Update Dev with latest release
This was necessary for the radioLib examples of peer-to-peer (transmit/receive) to work with the expLoRaBLE. Library found here: https://github.com/jgromes/RadioLib In addition to enabling SPI, it also needed D40 available to fix a DIO1pin/timeout/IRQ related issue.

-added double quotes around all paths to allow for spaces in windows usernames
-moved -MMD to extra flags, removed it from .cxx-flags, and .c-flags
-Fixed SPI compilation error
-Updates mbed submodule (includes path change for an include for EEPROM)
