Missing jaxb-api dependency in spring-boot-starter-jersey

Similar to what is described in #14287, when including the spring-boot-starter-jersey dependency, the application won't start as expected as there are some classes that are not present in the classpath.

Maybe adding the jaxb-api dependency to spring-boot-starter-jersey would make it easier to bootstrap a Jersey application.

Thanks for the report. We do have a check for JaxbAnnotationIntrospector that's provided by default with the starter. We should probably extend the check for JAXB itself now as it may not be present depending on your target runtime.

In addition to tightening up the class conditions, I think we should consider adding the JAX-B API to the Jersey starter by default as we did for JPA in #14287.

@juanmbellini Is adding a dependency on the API sufficient for your app to work, or did you need to add the runtime as well? Also, which JDK are you running on?

@wilkinsona I'm using OpenJDK 11.
I think that just adding the jaxb-api dependency was sufficient, but as I came up with the error in a large app, I'm not sure.
Let me create a sample app using only the jersey starter and I'll tell you what happens.

I was able to reproduce the problem and adding the API with JDK11 fixed it for me. @juanmbellini if you can give the snapshot a try that would be much appreciated.
