Upgrade commons-httpclient from version 4.1 to version 4.2 [SPR-9475]

HttpClient 4.2 has deprecated ThreadSafeClientConnManager and replaced it with PoolingClientConnectionManager which amongst other things provides much better support for connection pool statistics.

Assigning to Rossen as this primarily affects o.s.web.client, but adding Juergen as watcher because it also potentially impacts o.s.remoting.httpinvoker.
