On main when it was changed to boot 3.x, poms from jar projects no longer get published. There is a related issue jfrog/jfrog-cli#1621.

Downgrade maven plugins
291e93c 
- Attempt to get poms published as locally this change
  did work. This would anyway be temporary fix as at some
  point we move over to gradle.
- Relates #486
