- Added version constraints to prevent compatibility issues - Fixed pyarrow version conflict with datasets package - Organized dependencies into logical groups with comments - Updated package versions to stable releases

Description of changes: Fixed the issue with pyarrod version conflict, since Pyarrow has an attribute issue in the 21.0 version that was affecting the implementation of the project: apache/arrow#47155
