Pending v0.23.1 release

I have committed e5d1ad1, but this release is currently pending publication.

It is possible that there is a problem with the built-in key and TFLint needs to be fixed first. The release will be put on hold until this issue is resolved.

Perhaps terraform-linters/tflint#1679 is wrong and the expiration date has not been extended. However, tflint --init may not have checked if the key has expired 🤦

We need to review the verification logic, but at least there are no blockers to installing v0.23.1. Closing this.
