There are some old documentation that are no longer relevant to the current TUF specification. We should remove them, but only after copying over the relevant bits.

Create constants for top-level rolenames

This is a change in the metadata API to remove hardcoded rolenames
and use constants instead.
Addresses theupdateframework#164
