Add issues for converters for Codelyzer TSLint rules

Codelyzer provides a set of great TSLint rules around the Angular area. tslint-to-eslint-config should add converters for those rules.

There's a rules list here: https://github.com/mgechev/codelyzer#rules-status. There are quite a lot of them, so for now let's use this issue to track all of them.

This is a nice addition indeed but should be good to link the output ESLint rules as those are at angular-eslint repo.

Also, that means the tslint-to-eslint-config CLI should provide at the output message the angular-eslint plugins needed to properly work.

Looks like these are pretty smooth to convert so far. I'll file separate issues for each of the Codelyzr rules and put them in the Angular Support project. I'll consider this issue the tracking one for doing that work.
