Context:
Having a growing amount of issues about features, requirements and possible solutions to MF, how we should manage this workflow.

Proposal

Pull Request Workflow:

1- Open New Issue Following the template
2- Discussions and follow up in the issue thread
3- Draft a design doc and open Pull Request
4- Every issue can be closed as soon as Pull Request with Technical details/design , documentation, Wiki or examples about the feature/requirement are approved and merged.
