UI latency reported units as ms- should be sec

Throughout the UI latency units are reporting as ms when the values are in seconds.

@tjandy98, thanks for fixing this! PR is approved, looks like the DCO check is failing due to a missing sign off in the commit. I think that is a blocker to merging.

The UI build is failing but that is expected, so it's not an issue.
