[V1] Remove legacy input registry

Since input mapper has been removed from V1, we should also remove input registry. To facilitate this I have added get_encoder_dummy_data and get_decoder_dummy_data to the multimodal registry.

For convenience, I have also made the tokenizer argument to create_processor optional.
