Update eslint-plugin-vue

eslint-plugin-vue was requiring eslint to be ^6.2.0 || ^7.0.0 but in this package it was ^5.11.1 || ^6.0.0

Also yarn.lock was updated to fix security issues:

I can't release this package because I don't have permission to release it 😅
I think this package is no longer maintained.
