Error: [VueLoaderPlugin Error] No matching use for vue-loader is found.
Make sure the rule matching .vue files include vue-loader in its use.

实际上vue-loader 15现在不支持happypack 因为happypack内部使用了虚拟的compiler和loaderContext，不建议使用这个happypack了，你可以看下 https://github.com/webpack-contrib/thread-loader，vue-loader对其提供了支持。
