Add Translation part in Readme

1. Read and sign the CLA. This needs to be done only once. PRs that haven't signed it won't be accepted.
2. Make sure your PR complies with the writer's guide.
3. Read through the PR diff carefully as sometimes this can reveal issues. The work will be reviewed, but this can save some effort.

Hi, I have already added a guide on how to translate webpack documentation in translation branch and an article on how to deploy the site.

Please add dear-lizhihua to this repo if you have time since I am a bit busy recently. He will help maintain any issues from translation branch.
