This:

  • Disables some tests that are affected by upstream issues (see Tier System: hexagon-linux #21652 (comment)).
  • Integrates Qualcomm's musl fork with Hexagon support.
  • Adds hexagon-linux-(none,musl) to the test matrix with std tests disabled for now.

@andrewrk if you're okay with integrating Qualcomm's fork in this way, I'll update the instructions to show how that fork can be rebased on top of a musl release and included in Zig with very little effort. As a reminder, this is only a temporary solution until the fork is upstreamed, with the only limiting factor there AFAIK being Rich Felker finding time to review it.
