Rather than hard coding the front matter and api explanation rendering, use a mustache template for the index.

Currently, the Slate formatter (introduced in #282) does not provide a means for common content to be included. This change extracts the YAML front matter and title to its own template. It also adds the API explanation field into the template.
Note that this allows #294 to be resolved because the YAML front matter can be updated in your own custom template.
