Use PEP 639 for License Metadata

According to PEP 639 using a table for license with either text or file key is deprecated in favor of using SPDX-expressions. From my understanding, for this project this would be BSD-3-Clause.

I will prepare a small PR to mitigate this, looking forward for discussion or merge :)
