What this PR does: This PR adds ability for memberlist client to periodically rejoin the cluster. That can be useful in some configurations and scenarios (eg. when using only distributors as seed-nodes, and all distributors crash and restart and form their own memberlist cluster, ingesters can rejoin if configured with this option).
Related to #2638.
