Drop support for direct download of Cypress #32248

What would you like?
We want to drop support of directly downloading Cypress and remove it as a first class supported way to download Cypress.
Users should use a package manager to download Cypress in the future.
Why is this needed?
Very low usage given the maintenance costs that occasionally come up.
