What this PR does / why we need it:
remove tons of dependency from vendor
use go module to replace dep as following reasons:

• According to The Go Blog, Go 1.13 will enable go modules by default and deprecate GOPATH mode.
• Save lots of disk space because the vendor directory may include 10~100X code than our source code. (It just like Node.js module system, The whole Github live in each project)
• Kubernetes have finished switching to go modules, This PR should be safety and achievable.
• Maybe increase speed and reliability of building and verifying

I'm waiting for a kubernetes-csi or kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

We are already experimenting with Go modules in kubernetes-csi/csi-test#188. Instead of starting yet another discussion around that here, let's finish that PR first.
