Add instructions for `hugo segments` usage in README

Add instructions for hugo segments. See #51630

What would you like to be added

Update following to add usage how to only render specific lang, using hugo segments, to speed up the local site rendering:

• https://github.com/kubernetes/website?tab=readme-ov-file#running-the-website-locally-using-hugo

Why is this needed
This will be helpful for developers to build the site locally much faster.
