Add all localization to segments in `hugo.toml`

After implementing hugo segments (#51630), we need to add all localizations to the segments in hugo.toml

This issue is currently awaiting triage.

SIG Docs takes a lead on issue triage for this website, but any Kubernetes member can accept issues by applying the triage/accepted label.
