The current implementation of myersDiff may attempt to allocate an
Int32Array larger than the supported limit when the input size
exceeds 2^31 - 1. This can lead to an out-of-range runtime failure.

This patch adds a maximum input size check and throws
ERR_OUT_OF_RANGE if the limit is exceeded.

It also resolves the TODO left in internal/assert/myers_diff.js.

The change looks good as is but adding a test would be best.

I have attempted to add a test case for this PR, but I found it challenging to write a test that meets the boundary conditions of myersDiff due to the V8 engine's fundamental string length limitation. For this reason, I was unable to add a direct test case.

We expose the API accepting arrays. That is the way we are able to trigger the error: in case the combined input arrays length goes beyond 2 ** 31 - 1 . Would you mind adding such test case? :)
