Hi @samueljlieber - per Dallas's request in Discord, this PR is ot move the Payroll Hero doc out of the Finance section and into the Payroll Localization folder in the HR section. Since this is not knowledge-based, and this is a structural move, I am sending this straight to you for technical review. Dallas, or myself if I learn about this more, will update the doc for technical information in a future PR. This is only to address the move.

Moving the Payroll Hero doc from the Finance section to HR> Payroll> Payroll Localization

NOTE- The images and information must be updated in a separate PR, this is for the structure/order only. I did change any use of the word "you".
