Looks like technically the released sdist doesn't have py.typed, but the
wheel does:
certifi/python-certifi@4151e88 (not yet released)
certifi/python-certifi@5f09ea8

Removable in November, as you may have guessed

We need to wait until the actual release with py.typed is out.

The release with py.typed is out, but they messed up a little, so py.typed is only in the wheels and not in the sdist. Most users use wheels, so I think it's the right move to mark as obsolete.
