Tweaked the language of the last sentence to avoid implying that the feature development would block on user testing.

The impression I've gotten is that some RFCs are blocked on testing, sitting in limbo until there is feedback on it.

However, not all are blocked and its more in the "beneficial" category, so I think this generalizes this which is good.
